Methodology, Down-Ballot Office Classification & Statutory Compliance (NADC Forms A-1, B-1, B-2, B-4, B-6, B-7)

1. Down-Ballot Office Classification: Every Nebraska candidate committee registered on NADC Form A-1 (Statement of Organization) is classified into six down-ballot tiers using official NADC office codes, legislative district designations (LD-01 through LD-49), school district & educational board filings (OPS, LPS, Millard, Papillion La Vista, Elkhorn, Westside, Bellevue, Gretna, Bennington, NU Board of Regents, State Board of Education, Community College & ESU boards), public power & conservation districts (OPPD, NPPD, Southern/Norris/Loup/Dawson Public Power, Natural Resources Districts, MUD, Airport & Transit Authorities), municipal races (City Council & Mayor), and county offices (County Commissioners, Attorneys, Sheriffs, Assessors, Treasurers, Public Defenders, and Clerks). Federal races and statewide executive constitutional offices (Governor, Lt. Governor, Attorney General, Secretary of State, State Treasurer, State Auditor) are excluded from this Down-Ballot view so local and legislative networks aren't drowned out by gubernatorial or U.S. Senate spending.

2. Network Funding & PAC Affiliation Attribution: Institutional inflows combine direct committee contributions, transfers, and in-kind support reported on NADC Form B-1 (Candidate Campaign Statements), Form B-4 (PAC & Political Party Campaign Statements), and Form B-7 (Corporate, Union & Association Supplemental Filings) with independent expenditures (Support and Oppose) reported on Form B-2 and Form B-6 (Major Out-of-State Contributor Reports). Every organizational funder is deterministically classified via lib/types.js with its exact statutory basis (tbasis) and zero unclassified nodes.

3. Statutory Compliance (Neb. Rev. Stat. § 49-14,132): Individual human contributors are never named or listed as network nodes on this page; only verified political committees, PACs, party committees, labor unions, corporate/trade association filers, and 501(c) organizations appear in the PAC Network Graph and Kingmakers Leaderboard. All figures reflect official public filings submitted to the Nebraska Accountability and Disclosure Commission (NADC).
