Methodology
Periods
The selector offers single calendar years 2015–2026 and two-year election cycles. Single years: NADC 2022+ data comes from that reporting year's bulk extract; NADC 2015–2020 legacy data is split by transaction date. FEC committee-to-committee transfers and ActBlue earmarks are split by transaction date. FEC committee totals (receipts, net receipts, cash) are only published per two-year cycle and cannot be rebuilt from the transaction files we keep, so single-year pages show the full cycle totals, clearly labeled. Federal grants on a single-year page are the same-numbered federal fiscal year (Oct–Sep). 2026 is partial; its as-of date is shown in the selector and banner.
Sources
- NADC yearly bulk Contribution/Loan and Expenditure extracts, grouped two years per cycle (e.g. 2023+2024 → 2024). Extracts exist only for 2021 onward. For 2016–2020 cycles (calendar years 2015–2020) we use the NADC's public legacy dataset (nebraska.gov/nadc_data/nadc_data.zip, linked from the old Campaign Statements Search; data last loaded 2022-07-11), mapped to the same schema by transaction date: itemized contributions and in-kind (Forms B-1AB, B-2A, B-4A, B-5), loans (B-1C), expenditures (B-1D, B-2B, B-4B1, B-4B3) and Form B-7 corporate/union reports of contributions (treated like 2021+ supplemental filers). Legacy coverage is less complete: unitemized receipts are not included, amended reports may duplicate rows, and the data was keyed from paper filings. 43964 receipt rows, 33858 expenditure rows.
- FEC bulk files for each two-year cycle: committee master, candidate-committee linkage, House/Senate campaign summaries, PAC/party summaries, committee-to-committee transactions, and individual contributions (only ActBlue-earmarked rows to NE candidate committees, aggregated; names are discarded during extraction).
- USAspending.gov API: grant awards for the two federal fiscal years ending in each cycle (types 02–05) to Nebraska-located recipients.
- ProPublica Nonprofit Explorer API: Nebraska 501(c)(4)/(c)(6) organizations, and EIN lookups for grant recipients.
Netting transfers
NADC: a receipt is treated as an inter-committee transfer when its source type is a committee and its name matches another NADC filer; net receipts = receipts − transfers in. FEC: net receipts = total receipts − transfers from affiliated/authorized committees (and, for PACs, contributions from other committees). Committee-to-committee edges use the giving committee's report only (memo entries and independent expenditures excluded) so each dollar appears once.
Undisclosed money
Unitemized receipts, supplemental-filer spending and money tied to 501(c)(4)/(c)(6) groups are labeled "undisclosed" rather than attributed.
Entity matching
Matches use official IDs first (FEC committee ID, NADC Org ID, EIN, UEI); name matches are labeled as such and are unverified.
Language
Plains Ledger describes reported transactions. It does not characterize any transaction as illegal or improper.
Legal limits
Information copied from NADC filings may not be sold or used for commercial purposes (Neb. Rev. Stat. 49-14,132); all NADC-derived data on this site is free. FEC contributor information may not be sold or used to solicit contributions or for commercial purposes (52 U.S.C. 30111(a)(4)).
