Methodology & De-duplication Note — How Plains Ledger Prevents Double-Counting
When a PAC or state party committee raises money and transfers it to a candidate or ballot committee, both filers report the transaction. Plain summation double-counts that dollar. Plains Ledger subtracts $32,626,346 in inter-committee transfers from gross receipts ($173,329,112) to report true net money entering the Nebraska political ecosystem ($140,702,767). Per site policy and statutory compliance (`Neb. Rev. Stat. § 49-14,132` and `52 U.S.C. § 30111(a)(4)`), natural-person individual contributors are never named individually; only organizations, PACs, businesses, unions, party committees, and candidates are named.
